Babacar joined BDK as head of capital markets in 2016. He currently holds the position of Deputy CEO of the Bank and oversees BDK’s public securities portfolio and Asset and Liabilities Management (ALM) . Prior to joining BDK, he served as head of operations in the newly created “Agence UMOA-Titres”, the debt management office of the West African Monetary Union. Babacar also spent nearly ten years as a European convertible bonds specialist (research and trading) at Société Générale Paris and Morgan Stanley London.

Babacar holds a MSc. In Finance from University Paris XIII.

Louis BANGA NTOLO started his banking career in 1999 in the Cameroonian subsidiary of Société Génerale Group, where he held several positions of Head: Monetics, Treasury and Capital Markets, Director of Strategy, Marketing and Communication and, Deputy Managing Director between 2009 and 2018.

He was actively involved in the establishment of the Treasury bill market in 2011 and the Cameroonian financial market within Société Générale Cameroon and was appointed by presidential decree, Member of the Financial Markets Commission, the national Financial Market Regulatory Authority.

PhD in Banque, Monnaie et Financement from the Lumières Lyon II University, year 1998, Louis BANGA NTOLO is also vacancy lecturer at several Universities and Business Schools in Cameroon (Douala, Yaoundé SOA, IRIC, ESSEC, UCAC) in the Master's cycles since 2001.

Since October 2018, He is appointed Managing Director of Société Générale Capital Securities Central Africa, the brokerage company created by SG Group in Central Africa the same year.

Agence UMOA-Titres is the regional agency supporting the issuance and management of government securities in the WAMU area. Established in March 2013 by the Central Bank Governor upon authorization of the WAMU Council of Ministers, its mission is to work actively for the establishment of a standard Government securities market within the union.

The Government securities market is the only local market, by tender, exclusively dedicated to the financing of the WAMU Member States. These sovereign issuers seek, through appropriate procedures, the issuance of Government securities by specific actors, either for their own account or for that of third parties.

Agence UMOA-Titres aims to build, in collaboration with all stakeholders, a regional market of Government securities able to play a critical role in the development of WAMU Member States.

The institution is aware of its social responsibility and defines itself as a responsible and citizen corporate by promoting among others child health and immunization. Since 2015, Agence UMOA-Titres is a social partner with a sub-regional foundation in charge of mobilizing funds to support vaccination through private sector.
