Brigard Urrutia's partner since 1996, with more than 25 years of experience. Mr. Fradique- Méndez advises leading local and foreign companies in the areas of Capital Markets, Banking and Finance, Foreign Exchange, Derivatives and Structured Finance, Customs and Foreign Trade and Tax. Among his most prominent transactions is the advice to Carvajal S.A. in connection with the issuance of bonds at a price of COP$400 billions; advice to Pacific Rubiales, first foreign private issuer, in the registration of their stocks at the Colombian Stock Market and at the RNVE; legal assessment to Bank of America, Merrill Lynch y JP Morgan Securities (first buyers) in a bond offering under Rule144A/Reg S of Empresas Públicas de Medellín (USD500M), among others.

Law graduate of Colegio Mayor de Nuestra Señora del Rosario from which he graduated with honours and where he was President of the Law Students' Association. Holds a Master of Law (LL.M) degree in International Commercial Law from the University of Ottawa, Canada, and a Master of Law (LL.M) degree in International Banking and Finance from the University of Boston, United States. Also holds a postgraduate degree in Financial Law from Universidad de los Andes.

Mark Walker has 40 years of experience advising more than 20 countries around the world on complex financial matters.

Prior to joining Guggenheim Securities, Mark was head of sovereign advisory at Millstein & Co. and Rothschild London and a Senior Advisor at Lazard Paris. Mark led the

Rothschild team that advised Cyprus during its financial crisis in 2013 and co-led the Lazard team that advised Greece in 2011 and 2012 on the first sovereign debt restructuring

of a Eurozone country and the largest sovereign debt restructuring ever. Mark also advised the governmental authorities of Greece and Cyprus in their negotiations with the IMF,

the European Commission and the European Central Bank and is currently advising the Venezuelan bondholders committee. Mark has worked with the IMF and other official

bodies in seeking to improve the practices followed by debtors and creditors in dealing with liquidity and solvency problems of heavily indebted states. Mark has lived and

worked in Paris, Brussels and London and has spent substantial time working in Latin American and Asia.

Mark was a partner at Cleary Gottlieb Steen and Hamilton LLP from 1975 to 2011 and the firm’s Global Managing Partner from 2005 to 2011. He led and co-founded that firm’s

premier sovereign practice and developed much of the documentation that set the standard for sovereign debt restructurings during the 1980s and 1990s. Mark received a law

degree from Yale Law School and a B.A. in English literature from Stanford University.

Brock Edgar specialises in large, multi-national restructuring assignments in Mexico, the Caribbean and South America. Mr. Edgar has over 25 years of experience, including expertise in the construction (including cement), auto parts, manufacturing (steel), retail, transportation, distribution, oil and gas, telecom, media, communications, mining, hotels, and financial service sectors, and the formulation of in- and out-of-court restructuring plans. ​

To date, his assignments have involved the successful restructuring of more than USD$150 billion of indebtedness. ​

Recent major Latin American related restructurings include Constellation S.A., a Brazilian oil and gas offshore driller; Oi S.A., one of Brazil’s largest telecom groups; the Sovereign Restructuring of Barbados; Empresas ICA, one of Latin America’s largest construction companies; OAS S.A., one of Brazil’s largest construction companies; and, Automotores Gildemeister, an importer and retailer of Hyundai cars. ​

Mr. Edgar has advised either the creditors or the company in almost all of the significant Mexican manufacturers who have reorganised their financial indebtedness during the last 25 years. ​

Prior to joining FTI Consulting, Mr. Edgar was a Partner at PricewaterhouseCoopers in the Corporate Recovery area.
